摘 要：
昆明市盘龙区未成年人司法试点项目，是2002年5月至今，由盘龙区人民政府与英国救助儿童会合作开展的未成年人司法保护项目，项目首期为期四年。项目宗旨是推动中国对《联合国儿童权利公约》，尤其是公约第四十条有关未成年人犯罪司法保护条款的具体实施，探索适合中国国情的未成年人司法保护体系。在试点项目工作中，以建立试行“‘合适成年人’参与制度”为主线，在司法、行政、社会领域多部门、全方位推进以“司法分流”为重点的项目工作的循序渐进，试图在未成年人司法保护制度中增设社会司法监督、关护、维权的参与人，使“合适成年人”成为未成年人的社会司法监督、保护队伍，并形成相应的工作运行机制。这些工作都是为试点项目的纵深发展，为少年司法制度在实践中的完善和在中国建立以福利为基础的，融社会支持和司法保护为一体的未成年人综合保护制度所进行的尝试和探索。
Some Reflections on Appropriate Adults Scheme as the key theme of the Panlong Youth Justice Pilot Project.

Abstract
The Panlong Youth Justice Pilot Project based in Panlong district, Kunming city, is the project in cooperation between People’s Government of Panlong district and Save the Children since May 2002, aiming at reinforcing the practice of UN Convention on the Rights of the Child in China, especially the article 40, on the judicial protection system of the juvenile delinquency, and to explore the practical minors judicial protection system in China.
The first phase of it lasted 4 years. In the development of the pilot project, Appropriate Adult Scheme is established as the key theme to push forward attached diversion system gradually in the multi-sectors in Justice, Administration and social departments. It aims at setting up the Appropriate Adult participation Scheme in social judicial monitoring, caring and rights protection. This is the trial and exploration for the in-depth development of the pilot project, the improvement of the youth justice system in practice, and the establishment of the minors integrated protection mechanism with children welfare based social support and judicial protection.
