浅谈如何在不同层面加强儿童参与的状况

摘要

儿童在大多数人的眼中是不谙世事的孩子,没有发言权,儿童的事务也常常是由成人代言。救助儿童会认为,儿童作为独立的个体,在有关他们生活的决策和事务上有权表达自己的观点,得到咨询和参与决策和行动。儿童的参与可以通过和成年人的共同合作,以及诸如儿童组织,调研,议事会和其他的形式来实现。儿童的参与权也明确在联合国《儿童权利公约》和新的《中华人民共和国未成年保护法》中体现。了儿童参与的理念。儿童表达的心声,有助于我们更好的计划、设置、评估项目,以使孩子真正从我们的项目工作中受益。

近年来,救助儿童会分别协助福利机构的儿童、流浪儿童、受艾滋病影响的儿童、流动儿童等进行了儿童为主的调研活动,孩子们自己拟定调研提纲,去访问自己的同伴,并把意见收集起来撰写调研报告。我们将孩子的心声和他们调研的报告出版成册,让更多的人了解孩子内心的想法和他们对家庭、社会的愿望,并希望他们的看法和意见能够被新的政策所采纳。值得一提的是,有些儿童的调研报告已引起了国家相关部门的注意,并邀请部分儿童在一些国家级重要会议上进行了发言。

Child Participation in Save the Children

Abstract

Most of adults think children are immature and have no rights to speak out or make decision. Those adults would make decisions for children according to adults’ intent and force children to take up as their own will. As the world's leading independent organization fighting for the rights of children, however, Save the Children fully believe that children are entitled to express their opinions, to be consulted, to participate in decisions and actions that affect their lives, through involvement with adults and practice in the form of children’s organizations. The UN Convention of the Rights of the Child (CRC) and the revised Law for Protection on Minors have highlighted child rights to participate.

Building on the strong background of children’s participation within the organization is an important feature for Save the Children’. Child-led consultation, child managing their activities centers, project monitoring and evaluating by children, all of these demonstrate the meaning of children participation. It is very help to plan, implement, evaluate the project and make more benefits for children with children’s voices and suggestions during the whole project process.

In resent years, Save the Children have been working with children in many of our projects and have pioneered child-led research/consultation in China working with various different groups of children including street children, children in care, trafficked children, children in conflict with the law, children whose lives have been affected by HIVAIDS, etc. Children designed their question list, interviewed their peers in communities, collected the opinions and voice from these interviews and produced the reports on their situation and suggestions. These reports were published to let more people to know children’s views, their expectations from society and families, and to be heard and adopted by the policy makers. It is worth to point out that some child-led research has successful attracted attentions from National government department and policy makers, and some child representatives have been invited to make presentations at national conferences.
