JOB TITLE: Disaster Risk Reduction (DRR) Project Officer

TEAM/PROGRAMME:  Disaster Risk Reduction (DRR)

LOCATION: Chengdu, Sichuan Office

Number of Positions: one

Grade: 5

Type of Contract:  Fixed Term


CHILD SAFEGUARDING:

Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process for staff.


ROLE PURPOSE:

Actively participate in planning, implementation, monitoring and evaluation of DRR program activities both in the field and within the office.


SCOPE OF ROLE:

Reports to: Sichuan DRR Project Senior Officer

Financial Approval: When delegated

External Representation: Regular contact of detailed explanations of policy, regulations, programs, services and representation of SCI at the local level or with mid-level counterparts. 

Travel: Frequent (over 6 days per month)


Key accountabilities

·           Identify and implement DRR projects in project areas, logistic, budget and activity planning.

·           Design and deliver trainings for community volunteers, teachers, child peer educators and partners in implementing planned activities.

·           Provide management and technical support for community volunteers, teachers and child peer educators in project schools and communities.

·           Prepare reports as required for activities and trips, as well as project progress in a timely manner.

·           Collect monitoring and evaluation data with stakeholders on agreed indicators.

·           Work with local NGO partners and volunteers to implement project activity on site and support to develop their capacity for future sustainability.

·           Carry out periodic reviews and evaluations; communicate with local authorities and local governmental officials.

·           Coordinate, design and produce project related IEC materials in collaboration with the team.

·           Deliver representation to various stakeholders (local government partners, community representatives).


Person specification

·           Demonstrated ability and willingness to communicate effectively with persons of different backgrounds, including those living in rural areas of Sichuan province.

·           Demonstrated ability or potential to develop, implement, manage, monitor and evaluate trainings for persons in rural areas

·           Proven knowledge and skills on the use of computer applications such as MS Excel, Word and PowerPoint.

·           Strong analytical and problem solving skills.

·           A proven record of working cooperatively and flexibly as part of a team.

·           Knowledge of disaster risk reduction and program management is desirable.

 

Skills and Experience:

·           Working experience in DRR, humanitarian, or social work field.

 

Education:

·           Bachelor Degree (3 years + education post-secondary school) in DRR, Humanitarian, social work or other relevant areas.

 

Communication and Technical Skills

·         Strong English communication skills, both written and verbal.

·         Excellent personal organisational skills, including time management, and ability to meet deadlines and work under pressure.

·         Willingness to travel to field offices and work in difficult environments according to travel requirements.

 

General:

·         Ability to work collaboratively with colleagues across the organisation developing effective working relationships to deliver outstanding results for children.

·         Commitment to and understanding of Save the Children’s aims, values and principles.

·         Willingness and capability to comply with all relevant Save the Children policies and procedures with respect to health and safety, security, equal opportunities and other relevant policies, including the Child Safeguarding Policy.
