TITLE:  Partner Engagement Officer

TEAM/PROGRAMME:  Programme Development Quality Advocacy Department (PDQA) 
 
LOCATION: Beijing 
 
GRADE: 5 
 
CONTRACT LENGTH: 2 years

POST STATUS: National 
CHILD SAFEGUARDING
Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff. 
 
ROLE PURPOSE:  Working in partnership is central to Save the Children’s Theory of Change on how to maximize our impact for children, and is a key element of the 2019-2021 Country Strategic Plan (CSP) for Save the Children in China. Save the Children currently works with over 30 partners in China, including central and local government entities, as well as civil society organisations 
 
To achieve this, Save the Children has established  a Partnerships Framework for China that it is now beginning to implement. The Partners Engagement Officer will be instrumental in coordinating this effort, working to support the strengthening of our partnerships with government agencies, civil society organisations, institutional partners, the private sector, research institutions as well as our collaboration with different levels of government. S/he will also support capacity building of partners and civil society organisations to increase their effectiveness in serving China’s most vulnerable children.  
 
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

 

SCOPE OF ROLE:  

Reports to: Programme Development Quality and Advocacy Director

Staff reporting to this post: No  

Budget Responsibilities: NO

Role Dimensions: SC China Staff directly interacting with this post: the Partners Engagement Officer works across departments (Programme Operations, Donor Relations & Award Management, Program Development and Quality and Advocacy, Finance and HR/Admin/IT). 

 
S/he also engages in Save the Children’s regional partnership discussions/initiatives, contributing learning and leveraging best practices from other contexts.   
 
KEY AREAS OF ACCOUNTABILITY :  
 
Strategic partnerships

Support departments to identify and develop strategic partnerships, in line with the Partnership Strategy (including, but not limited to, key stakeholders in Child protection community, as well as key stakeholders in the technology for development sector); 

Stay abreast of current trends in civil society and partnerships in China and share learning with country Extended Senior Management Team (ESMT) and others, pro-actively identify opportunities to engage in domestic civil society fora; 

Lead the Country office in developing systematic approaches to selecting strategic partners, reviewing partnerships, and providing evidence and data to E/SMT for decision making; 

Actively engage in the Asia regional communities of practice around partnership, and disseminate best practices from donors, other NGOs, other Save the Children Country Offices with a view to apply/adapt best practices to the Chinese context, and share learnings from China with other countries.  

Proactively establish and develop relationship with partners in the civil society. 
 
Information management
 

Establish and maintain up to date individual partner profiles with a view to document the history of different partnerships; 

Regularly provide a consolidated overview of key information on partnerships to the China Country Office Extended Senior Management Team;

Ensure that all documents related to partnerships are stored on the server, sorted and shared on a timely basis. 
 
Partner capacity buidling  

Coordinate the strengthening of all implementing partners, taking into account their different natures, including on child safeguarding and child participation issues, capacity to deliver quality results for children and operational strengthening;  

Whenever needed, support the Program Team in carrying out partner organizational capacity assessments;  

Analyse assessments to identify specific capacity building and organizational development needs, and ensure systematic follow up.

QUALIFICATIONS  

Master in a related area such as development studies, social work, child development, social studies. 
 
EXPERIENCE AND SKILLS
 

ESSENTIAL

Good communication skills and strong analytical skills  

Recommended advanced fluency in both Chinese and English 
Curiosity, willingness to learn, self-motivate and self-driven and taking initiatives, being innovative l

Good interpersonal skills and be a team worker

 

DESIRED 

Some experience of volunteering with children or in more broadly in the charity sector.
