TEAM/PROGRAMME: Programme Operation

LOCATION: Beijing 

GRADE: 2

POST TYPE: National

Child Safeguarding: Level 2 - the responsibilities of the post do not require you to have one to one contact with children or young people but you may have regular but infrequent contact, usually with different groups of children and young people.

ROLE PURPOSE:

The Awards Management Senior Manager reports to the Programme Operation Director. This role will lead the communications with SC members and other functional teams of the China Country Office to ensure smooth management of development and humanitarian programme proposals, awards, sub awards and contracts. This role will also lead in undertaking, portfolio analysis, donor landscape scanning, development of a donor engagement and will contribute to the development and implementation of funding strategies, tracking of donor funding opportunities, advice on proposal development processes and submission of proposals. The role will also heavily involved in the new business development for the China Programme.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

KEY AREAS OF ACCOUNTABILITY:

 

Award Management

·        Ensure that China programme upholds the SCI Essential Standards in Award Management, and meets the SCI global Key Performance Indicators (KPIs) in award management, including the coordination of budgets and payment schedules, and the coordination of high quality and timely submission of donor reports.

·        Ensure award management systems and processes are faithfully implemented, and key controls are in place to comply with donor conditions.

o   Lead Proposal Development meetings and Award Kick-off meetings to ensure that all award information, including donor and reporting requirements, is shared effectively with relevant staff, including field offices and partners.

o   Initiate close-out process with China Programme project and finance teams, and respective SC member, to ensure the process is completed on time.

·        Ensure regular award monitoring across the country office by facilitating regular meetings with key stakeholders in collaboration with other relevant functions.

·        Supervise over individual award performance to ensure its full compliance with Donor Conditions and risks being identified and addressed properly.

·        Resolve award related issues with a good knowledge about the guidelines and precedents, and inform/train colleagues on most suitable procedures; when there is not a ready solution, lead colleagues in adapting and developing solutions and recommendations and/or introduce new procedures and practices at the guidance of the management team.

·        Complete the Award Risk Assessment and Joint Opportunity Risk Tool in coordination with relevant staff for all new awards.

·        Keep the management team and SC members/donors updated timely about any potential issues, amendment requests, and NCEs. 

 

Partnerships / Sub-Awards

·        Ensure all implementing partner organisations undergo legal vetting, and are input, tracked and approved through the Award Management System (AMS).

·        Lead the process of organizational assessments of Partners as per SCI Awards Management procedures, and facilitate the completion and approval of the relevant Partnership Assessment Tool

·        Ensure all sub-award agreements are issued in the correct contract format, and are negotiated where necessary in line with Save the Children global requirements.

·        Represent SCI to partners as required in contract negotiations during the life of the Award, and develop partner capacity building plans and oversee their implementations wherever necessary

·        Identify risks and areas for capacity building with partners and propose improvement plans based on Save the Children standards and oversee their implementation with support from the field teams

 

Communication

·        Respond quickly and appropriately to external requests for information, especially in emergencies.

·        Maintain strong working relationships and effective communications with Save the Children member headquarters regarding donor related issues.

·        Contribute to the capacity building of partners as identified in and required by the PAT

·        Work regularly with the Asia Regional Office and SCI Centre to clarify inconsistencies with PAT and SAA documents

·        Contribute to the communications with Chinese regulators

 

Capacity Building

·        Lead a culture of knowledge sharing and continuous improvement on donor relations and award management in the country.

·        Provide guidance to China Programme teams to ensure full compliance with donor conditions.

·        Carry out orientations and trainings on award management procedures and donor requirements for Save the Children staff and partner organisations, in particular reporting writing

 

New Business Development

·        Analyse and map out donors/SC members’ funding priorities and contribute to the development of new business development (NBD) strategy and plan for China Programme based on the Country Strategy Plan (CSP)

·        Make significant contribution to the implementation of NBD strategy and plans and proactively engage both traditional donors and new donors, and that the donor engagement is consistent amongst Member offices and donors

·        Identify and track the international donor environment for trends at national, regional and global levels.

·        Support the NBD process within the country office

·        Lead the donor engagement in collaboration with PDQ and fields team colleagues

·        Advise management team on new business opportunities

·        Monitor risks and oversee the due diligence process for corporate and institutional opportunities when necessary.

·        Provide necessary support for incoming surge capacity during emergencies, working closely with Save the Children’s Regional and Head Office 

Undertake other ad-hoc tasks as assigned by the management team.

QUALIFICATIONS AND EXPERIENCE

Essential:

·        A professional qualification at postgraduate level or equivalent in a related subject.

·        8-10 years experience with at least 5 years of relevant experience working in an NGO, corporate foundation, or related sector

·        Outstanding attention to details in all tasks.

·        Strong interpersonal communication and networking skills suitable for a range of different audiences. Ability to write and edit at a level suitable for publication in English.

·        Excellent analytical and creative problem solving skills.

·        Ability to collaborate and build support from other staff, and coordinate work across line management boundaries to achieve shared objectives and wider organisational initiatives.

·        Good thinking and planning skills, including ability to set priorities, manage work-planning and evaluate progress.

·        Ability to operate within a predominantly administratively self-servicing environment.

·        Commitment to the aims of Save the Children, an organisation working for social change and active in the promotion of the rights of the child.

Desirable:

·        Previous fundraising or grant management experience for a non-profit organisation.

·        Previous experience working with MNCs and their respective CSR departments
