TITLE: Project Officer

TEAM/PROGRAMME: Disability and Inclusion

LOCATION: Chengdu, Sichuan Province

GRADE: 5

CONTRACT LENGTH: Fixed Term

POST STATUS: National only

CHILD SAFEGUARDING:

Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

Actively participate in planning, implementation, monitoring and evaluation, and partner engagement of Disability and Inclusion (DI) project activities in Sichuan Province and beyond.

SCOPE OF ROLE:

Reports to: Lead of Disability and Inclusion

Staff reporting to this post:  N/A

Role Dimensions:

Internal: DI team, Operations team, and supporting functions across SC China, TAs across SCI

External: Governmental and public institutions, children, young people, parents, teachers, other community members, other NGOs, academic institutions, media, and donors

KEY AREAS OF ACCOUNTABILITY :

 

·         To play an active role in DI projects (mostly in Sichuan Province and also across China) throughout the project cycle, including but not limited to design, planning, impelementation, monitoring and evaluation.

·         To support engagement with national and local stakeholders, including the government, the academia, civil society organizations, corporates and media in order to strengthen DI work and to share both technical and financial resources in the interests of greater efficiency and effectiveness.

·         To draft high quality concept notes, proposals, donor reports, as well as other internal and external reports, in a timely manner.

·         To design and deliver trainings for stakeholders, partners, and benefiaries per project design and planning.

·         To work with national and local partners on implementing the project, and strengthen partners’ capacity where necessary to ensure sustainability.

·         To prepare project outcome documents (such as presentations, IEC materials, publications) in collaboration with the team.

·         To complete other tasks as required to support the DI Programme.

QUALIFICATIONS 

·         Bachelor’s Degree  in disability and inclusion, inclusive education, or other related fields such as education, early childhood development, youth employment, social development, psychology, child protection.

·         Knowledge of the project management cycle.

EXPERIENCE AND SKILLS

Essential

·         Strong communication, analytical and negotiation skills, and the willingness to communicate effectively with persons of different backgrounds, from strategic partners at the national level to those living in rural and remote areas across the country.

·         Strong writing and speaking skills in both English and Chinese mandrin.

·         Experience with in-group training, preferably using participatory and child-centered methodologies.

·         Proven competency of computer applications such as MS Excel, Word and PowerPoint.

·         Excellent personal organisational skills, including time management, and ability to meet deadlines and work under pressure.

·         Willingness to travel to field offices and work in difficult environments according to travel requirements.

·         An energetic and proactive approach with the ability to work both independently and co-operatively within a team setting.

·         Ability to work collaboratively and flexibly with colleagues across the organisation developing effective working relationships to deliver outstanding results for children.

·         Ability to carry out all appointed work in a non-political and non-discriminatory manner.

·         Commitment to and understanding of Save the Children’s aims, values and principles.

·         Willingness and capability to comply with all relevant Save the Children policies and procedures with respect to health and safety, security, equal opportunities and other relevant policies, including the Child Safeguarding Policy.

 

Desirable

·         Experience with an INGO on disability and inclusion

·         Master’s Degree in the above-mentioned fields

·         Experience in proposal/report writing in both English and Chinese mandarin
