TITLE:  Health and Nutrition Advisor

Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

As a member of the Program Development, Quality and Advocacy team, the Health and Nutrition Advisor is responsible for leading the development of a high quality and innovative child Health and Nutrition program that delivers immediate and lasting change for children in China, ultimately contributing to Save the Children’s Breakthrough: “No child dies from preventable causes before their fifth birthday.”

Save the Children’s health and nutrition work in China covers interventions in the fields of Maternal. Newborn and Reproductive health (MNRH), Child Health (CH), and Maternal, Infant, and Child Nutrition (MIYCN). The role is also expected to significantly contribute to shaping broader integrated interventions targeting early childhood development for 0-3 years old.

The Advisor will lead the implementation of the national health strategy for 2022-2024, alignment of project design with the strategy, maintain and grow solid relationships with national partners and consolidate and disseminate good practices among national and international audience.

In the event of a major humanitarian emergency, the advisor will be expected to work outside the normal role profile and to adapt working hours accordingly.

SCOPE OF ROLE:

Reports to: PDQA Director

Staff reporting to this post: no direct report

Indirect : Health team in program implementation

Budget Responsibilities: None permanently

Role Dimensions: regular field travel required, as well as high level representation with officials from central government ministries and other relevant strategic partners and stakeholders.

KEY AREAS OF ACCOUNTABILITY :

Strategic Planning

·        Lead the development/updating of the Child Rights Situation Analysis, including analysis of country context and that of the global.

·        Lead the development of the country health and nutrition program strategy and seamlessly integrate it into the CO’s overall strategy to create and enhance synergy with other thematic strategies.

·        Establish and maintain a health&netrition proram advisory board to advise on the health program strategy direction, strategic partnership and technical excellence.

·        Input on Country Annual Plans and the Country Strategy as appropriate through providing guidance to program implementation staff, helping in the consolidation of the health and nutrition work into a coherent whole, and providing feedback and co-ordination with key health and nutrition staff.

·        Monitor and evaluate progress toward objectives through regular assessments, in particular through the Milestones review process.

·        Be part of Save the Children’s regional and global Health and Nutrition networks and provide strategic input to regional and global thinking on health and nutrition as needed.

Health and Nutrition Program Development

·        Lead the conceptualization and design of cost effective, innovative and high quality health&nutrition programs based on situation analysis and informed by child participation where possible, and proposal development for such programs/ projects.

·        Based on tracking provided by the Awards Management team, review and position for opportunities that will drive the CSP.

·        Support the PDQ Director to ensure technical engagement with donors to pre-position and prepare for opportunities, and engage in strategic positioning work directly as appropriate.

·        Play a leading role in designing health and nutrition programme proposals, including:

-Engaging with technical experts as needed to ensure high quality, evidence-based designs that draw on needs assessments, learning from past programs and child safeguarding principles;

-Ensuring partners are identified and appropriately engaged in program design, linking with Operations and Awards teams as needed for assessments, especially to strengthen gender sensitivity at design stage;

-Ensuring proposal designs and their budgets include robust MEAL plans that are aligned with the Global Results Framework (and therefore advance towards our Breakthroughs), incorporate Common Approaches as relevant, and build in critical learning questions.

-Ensuring the project budget will enable the project to be delivered as designed

-Incorporating child and community participation into design, as relevant.

-Ensure the integration of cross cutting issues and life-cycle model into design and implementation including gender, resilience , disbiltity, child participation and child safeguarding

Technical Assistance and Program Quality

·        Ensure the country health and nutrition program delivers high quality, multi-sectoral programming in both development and humanitarian contexts (as appropriate). 

·        Monitor and advance technical and operational quality of programmes, including conducting regular field visits to provide feedback on quality benchmarks, soliciting inputs for design of new programs and collecting ideas for innovation.

·        Monitor program Key Performance Indicators and, in partnership, at the guidance of PDQ Director, take steps to improve the quality programming platform to meet agreed upon standards.

·        Work closely with the field teams to ensure Quality Framework standards are met and procedures are followed throughout the project cycle and across the portfolio. 

·        Ensure technical experts proactively and regularly communicate planned requirements for program design, learning and implementation to relevant departments/functions.

·        Build and lead a team of program technical experts needed to successfully deliver against the CSP. Ensure effective working relationships with SC global, Member and regional as well as local technical advisors, procuring technical support as needed to support program and advocacy efforts, including during Emergencies.

·        Ensure that the technical support in different projects of the Country Office are coordinated, integrated and support each other to optimize programs and projects.

·        Ensure that child safeguarding and safe programming is embedded in program design and considered throughout implementation to ensure that we do all we can to ensure children in our programs are safe, in line with our child safeguarding policy.

·        Proactively seek the involvement of appropriate Member/SCI technical assistance, and ensure excellent coordination and cooperation with incoming technical advisors

·        Leverage the synergy among different sectors and programmes and ensure the cross-sector knowledge and experience sharing

Partnerships and external representation

·        Develop and maintain a network of external experts on health and nutrition practice and policies, with the aim to advance policy impact and change,

·        Maintain a solid relationship with key stakeholders in the field, including the National Health Commission, Maternal and Child Health Association, independent research parties,  UN agencies and (I)NGOs, etc.

·        Represent CO in global and local discussions and working groups.

Management of key national initiatives and advocacy efforts

·        Oversee the management of key national child health initiatives, and coordinate national level relationships, in particular with national associaitions, NHFPC and its affiliated bodies as well as with key influencers.

·        Lead the development of child health advocacy priorities and strategies, in close coordination with project team and the Communications team and ensure Advocacy and Campaigns is integrated into programme development and implementation

·        Identify  key opportunities  and  events  to share SC’s evidence and good practices in Maternal, Newborn and Reproductive health (MNRH), Child Health (CH), Maternal Infant, and Young Child Nutrition (MIYCN) in China.

·        Represent Save the Children at a senior level, actively network to promote Save the Children evidence-based key messages, and building relationships to achieve greater impact for children. Prepare key policy briefing documents for positioning Save the Children on health and nutrition issues.

·        Initiate, facilitate and/or manage research (of a high enough quality to publish) that can maximize the impact of Save the Children’s work on health and nutrition.

Knowledge Management, capacity building and and Learning

·        Ensure the research, evaluation and policy work of the Country Office contributes to generation of evidence for development and improvement of Common Approaches, sound decision making and policy influencing internally and externally.

·        Lead the consolidation and update of knowledge generated in the programmes and establish effective program learning and knowledge management systems to support adaptive programming and innovation that improves outcomes for children.

·        Systematically identify, document, share and use learning from Save the Children and others’ work, in order to continuously adapt and improve our programming. This includes learning agendas, learning workshops and after action review, action planning and tracking of learning uptake.

·        Initiate and coordinate capacity-building activities for health and nutrition program staff, including identifying external training opportunities, and organizing peer learning groups and seminars.

·        Strengthen technical expertise by keeping up to date and incorporating learnings from key research initiatives and regional/global trends related to health and nutrition.

·        Ensure the learning materials, health and nutrition related policies, operational research and good practice documentation are stored, sorted and shared on timely basis among relevant colleagues.

·        Contribute to the development of the CO into a learning organization in collaboration with other teams

The post-holder may be required to support and/or deliver activities beyond the scope of this job description, for instance providing support to an emergency response or delegating for a colleague or other ad hoc tasks as assigned by the line manager.

QUALIFICATIONS 

o   Master’s degree in healthcare, public health, or health policy.

o   At least 5 years working experiences with preferably experiences on program development, monitoring and evaluation, policy research and advocacy in a given or broader field related to health and nutrition.

EXPERIENCE AND SKILLS

Essential

o   Knowledge of project management cycle and experience in project design, monitoring and evaluation.

o   Advanced fluency in both Chinese and English.

o   Excellent listening and inter-personal skills; ability to work well with disadvantaged and diversified populations.

o   High level of self-awareness and willingness to take criticism as an opportunity for growth.

o   Experience working with high-level government agencies and academics on health and nutrition related issues

Desirable

o   Experience in mobile health.

o   Understanding of gender programming
