China Pilot of Education Uninterrupted: Climate Resilience Financing for Learning Continuity

On 4 May 2026, China CO participated in the panel session "Climate Resilience Financing for Learning Continuity in Asia" – organized by Save the Children International at the ADB Annual Meeting's Civil Society Program in Samarkand – and spoke about the China Pilot of Education Uninterrupted. This regional initiative, developed in partnership with Accenture Development Partnerships (ADP), explores the integration of localized parametric insurance models into education systems across six climate-vulnerable Asian countries. As the inaugural testbed for this initiative, the China Pilot adopts a multi-stakeholder and child-centred approach to incorporating parametric insurance within the education sector, seeking to identify foundational design principles that peer pilots across Asia can contextually adapt.

 

The China Pilot seeks to strategically address a systemic gap: While parametric insurance has been successfully adopted in various economic domains, the education sector remains excluded from these proactive and anticipatory actions. To explore pathways to briedge this gap, the China Pilot is implementing an 18-month foundational design and feasibility phase. Leveraging China's mature insurance market and collaborating with a diverse network of stakeholders, including the private sector, local government, schools and local communities, the China Pilot aims to ensure hazard modelling and trigger design can reflect the lived realities of children and vulnerable communities.

 

Beyond its potential domestic impact, the China Pilot carries long-term value for the wider region. By extracting core mechanics of government-linked parametric insurance model and establishing foundational design principles, the China Pilot can contribute to the protection of learning continuity through climate-resilient financing in Asia and beyond.
