Advocacy and campaign consultant


Background

Save the Children International (SCI) is a charity registered in the United Kingdom. Since 1980, SCI has been operating in China, and in 2017 it registered in Beijing under the ONGO Law. Our work covers the fields of health, education, child protection, youth development and humanitarian aid. We have programs in Yunnan, Sichuan and Guangdong provinces, Shanghai Municipality and other regions. Our work has benefited millions of children and their families in the past two decades.


Under the Country Strategy Plan (CSP) 2025-27, SCI China will amplify the impact through advocacy and campaign work. The consultant’s role will focus on:

1.Supporting the implementation of advocacy and campaign work on Online Child Protection and Mental Health Pychosocial Service (MHPSS) for Children.

2.Supporting the advocacy and campaign team on administrative work.


Scope of Work and Tasks

1. Supporting the implementation of the advocacy and campaign work on Online Child Protection

Plan and implement advocacy and campaign activities (not limited to those listed below as key ones)

(1) Write articles to share international and domestic technical knowledge and practices, research finding, including SCI’s and disseminate these articles on relevant platforms, with the aim to promote the knowledge sharing of best practices with legal system, tech companies, internet security governing bodies.

(2) Develop short messages to raise the awareness of caregivers on the risk of online child protection and measures they can take on prevention and response and disseminate these messages through the most suitable platform/approaches.

(3) Establish and manage wechat caregivers groups with the purpose of awareness-raising, collecting their feedbacks on needs and online child protection awareness-raising product for caregivers.

(4) Conduct on-site caregivers awareness-raising workshops/events and test an effective on-site workshop/plan.

(5) Identify opportunities and platforms where SC can advocate for improved policy and practice regarding online child protection.

(6) Identify allies and experts on raising caregivers’ awareness and practice on online child protection.

(7) Reflect and develop workplan for 2026.

Interfacing stakeholders: Director of Strategy, Advocacy and Campaign, Advocacy and Campaign Senior Specialist, child protection program teams and external partners


2. Supporting the implementation of the advocacy and campaign work on MHPSS

Plan and implement advocacy and campaign activities (not limited to those listed below as key ones)

(1) Write articles to share international and domestic technical knowledge and practices, research finding, including SCI’s and disseminate these articles on relevant platforms, with the aim to promote the knowledge sharing of best practices with health practitioners, child welfare and protection workforces.

(2) Develop press releases and manage other communication work for Blue Paper project.

(3) Identify opportunities and platforms where SC can advocate for improved policy and practice regarding MHPSS

(4) Reflect and develop workplan for 2026.

3. Supporting the advocacy and campaign team on administrative work

Work content include but not limited to travel arrangement, logistics support for on-site events, ect.


Qualifications

1. Education

 Bachelor's degree or higher in a relevant field.

2.Knowledge / Expertise / Skills Required

(1)Minimum 5 years of professional experience in the development sector, with an in-depth understanding of the operational context for international NGOs (INGOs) and local NGOs in China.

(2)Profound knowledge on online child protection and MHPSS

(3)Strong research and writing skills with good quality outputs targeting on relevant audience

(4)Ability to navigate, identify and engage external resources, networks and individuals

(5)Result-oriented, independent problem-solving, multi-tasking skills

Innovative, reflective and bring new thoughts and approaches to the advocacy and campaign work


Other info

3-4 days/week commitment for time

Can work based from SC’s office in Beijing, plus sometime home-based

Can travel occasionally

Timeline: July – Dec 2025
