Save the Children International (SCI), an international NGO registered in China, seeks an Individual Consultant to provide technical expertise in strengthening child participation within its child protection programs. The consultant will develop and systematize child participation tools, guidelines, and training resources, ensuring meaningful engagement of children in program design and implementation.
Background
Save the Children International (SCI) is a charity registered in the United Kingdom. Since 1980, SCI has been operating in China, and in 2017 it registered in Beijing under the ONGO Law. Our work covers the fields of health, education, child protection, youth development and humanitarian aid. We have programs in Yunnan, Sichuan and Guangdong provinces, Shanghai Municipality and other regions. Our work has benefited millions of children and their families in the past two decades.
Under the Country Strategy Plan (CSP) 2025–27, SCI China prioritizes embedding child participation in program quality and impact.
Scope of Work and Tasks
The consultant will deliver the following outputs:
1. Develop/consolidate Child Participation Technical Resources:
o Create a Service Guide for Child-Led Group Activities, including methodologies, safeguarding protocols, and activity templates.
o Design a Training Curriculum for facilitators (staff/partners) to implement child-led activities.
o Developing localized technical materials for project design aligned with Save the Children’s Common Approach (CAC)
2. Support to establishing Child Advisory Group mechanism:
o Draft a Child Advisory Group (CAG) Establishment & Operations Guide, covering recruitment, governance, ethics, and child safeguarding.
o Develop a CAG Training Program, including modules on child rights, advocacy, and leadership.
o Deliver capacity-building sessions – including trainings, workshops, and coaching – for social workers and frontline field staff to strengthen their skills in implementing child participation methodologies.
3. Document Best Practices & Learning:
o Produce a Practice Compendium capturing case studies, lessons learned, and impact assessments from child participation initiatives.
o Recommend scaling strategies for child participation in SCI projects.
Qualifications
1. Education
Bachelor's or master's degree in social sciences, Child Rights, Education, Development or related fields.
2. Expertise & Skills
· 5+ years' experience designing/implementing child participation initiatives in NGOs/INGOs.
· Demonstrated ability to develop child-friendly tools, training, and safeguarding systems.
· Knowledge of global/local child participation standards (e.g., UNCRC, China child protection frameworks).
· Strong facilitation skills and experience working directly with children in diverse contexts.
· Fluency in English and Mandarin (writing technical documents in both languages).

Can work based in SC’s office in Kunming, plus sometime home-based
