昆明| Project Officer-Protection and Development Programme(ECCD0-3)

 TITLE:  Project Officer

Contract Type: National only

TEAM/PROGRAMME: Protection and Development Programme(ECCD0-3)

LOCATION: Kunming

GRADE: 5

CONTRACT LENGTH: 2 years

 

CHILD SAFEGUARDING: (select only one)

 

Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

 

ROLE PURPOSE:

To assist to plan, implement, develop and monitor 0-3 integrated ECD project with the support from the Senior Project Officer/Project Manager and local partners per agreed strategies and policies.

 

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

SCOPE OF ROLE:

 

Reports to: Senior Project Officer

Staff reporting to this post: None

Budget Responsibilities: None

Role Dimensions:

-          Internal:  Project team, Operations team, and supporting functions across SC China, TAs across SCI

-          External: Governmental and public institutions, children, caregivers, other community members, other NGOs, academic institutions

-          Over 6 days per month travel and working in remote, mountainous areas/communities, which makes this role travel and work in more difficult transportation/accommodation /nature conditions.

KEY AREAS OF ACCOUNTABILITY:

-          To support the implementation of project activities, contributing to design, planning, budgeting, monitoring and evaluation;

-          Responsible for the related project training workshop planning, coordination and delivery;

-          Provide technical support for project partners and monitor the progress of the project through regular project site visits;

-          To develop and maintain relationships between project staff and various partners to facilitate the implementation of project;

-          To support the Senior Project Officer/Project Manager in the planning and preparation of high quality donor reports and funding proposals;

-          To assist the Senior Project Officer/Project Manager in preparation of project budgets, forecasts and in monitoring and strengthening financial accountability at project management level;

-          To perform such other tasks and responsibilities as may be required from time to time in order to ensure the smooth running of the team.

QUALIFICATIONS 

          Certificate of bachelor degree or above with major in education, health, sustainable development or social work etc.

EXPERIENCE AND SKILLS

-          At least 2 years’ experience in education, health, protection, social work or other NGO work related field, preferably 0-3 ECD, child health and nutrition;

-          Excellent personal organizational skills, including time management, and ability to meet deadlines and work under pressure;

-          Ability to work collaboratively with colleagues across the organization developing effective working relationships to deliver outstanding results for children;

-          Willingness to travel to field offices and work in difficult environments according to travel requirements;

-          Proven ability to create an environment which encourages team-working and motivates a team across various geographical areas;

-          Commitment to and understanding of Save the Children’s aims, values and principles;

-          Willingness and capability to comply with all relevant Save the Children policies and procedures with respect to health and safety, security, equal opportunities and other relevant policies, including the Child Safeguarding Policy;

-          Strong English communication skills, both written and verbal.

 

Additional job responsibilities

The duties and responsibilities as set out above are not exhaustive and the role holder may be required to carry out additional duties within reasonableness of their level of skills and experience.

Accountabilities

-       Be required to carry out the duties in accordance with SCI Accountability Procedure;

-       Hold accountable to children and communities which includes providing regular, timely and accessible information to children and adults in the communities;

-       Providing children and adults with opportunities to express their views and influence decision-making across the program cycle;

-       Solving feedback or complaints received from Save the Children China Country Offices multiple feedback and reporting channels if relevant and collect feedback from communities and report to MEAL team on a regular basis.
